The Protoss are one of the races in that game, and they use pylons (the things in the picture) to provide power for their buildings and supply for their troops. (Supply is simply a number which gets taken up by units. The standard Protoss resource gathering unit, for example, takes up 1 supply. One of their late-game air-ships takes up 8, so you can't have as many of those ships as you could of their resource gatherers.)
Aldaris is the name of the person who tells you what is happening in game. For example, if your base is under attack, he will chime in with "Our base is under attack." Not really useful most of the time.
The Protoss are a pretty supply heavy race; most of their units use more than one supply, and warping(building) a new pylon to increase your supply takes some time. Because of all of these factors, if you were careless or simply got distracted, you would often try to warp in (build) a new Protoss unit when you did not have the supply to support it. This leads Aldaris to chime in with "Need additional pylons!".
The humor in the image is because the Protoss player has built far more pylons than they can possibly use (supply is capped at 200). Even if you are using all 200 supply, Aldaris will chime in with "Need additional pylons!" if you attempt to warp in more units.

That's incorrect actually. If you try and bring in units past the 200 limit, you'll get a message saying "psi limit exceeded".
