Negavian SWAT

Another silly idea I got in mind from watching a Let's Play of SWAT 4. Does Negav have a SWAT team or a Felaryan equivalent? I mean, in a city as huge as Negav, crime must be all the rage. I do think a Negavian SWAT team would be pretty trigger happy. I have such a low opinion of the Negavian government after they ripped off Nekomura.

Well, regardless of a SWAT team, there must be some sort of regular policing force in Negav? I wonder which faction gets to run it though...
