Abilities/Skills:

Rachael came to Felarya for a supervisor placement, and therefore has no magic abilities or fighting skills. Though she is more likely to pick up a gun than Winona is. She owns a pistol that she has for protection. She is trained in social skills and Psychology and for the most part can keep with Winona and is not be so easily manipulated. She is also trained in medical assistance and can treat wounds and other medical problems.

Personality:

Rachael, compared to Winona, is much more empathetic, less arrogant and has more traditional morals which would make her stick out like a sore thumb in Negav, but she is willing to turn an blind eye on certain things in the name of doing her job for Negav security, something that Winona constantly points out as hypocritical. Rachael often serves as Winona's conscience, as she is convinced that Winona doesn't have one, Often arguing with Winona when she thinks Winona goes out of line, especially when it has nothing to do with their jobs or when she worries about the long term consequences. Winona and Rachael’s relationship can be best described as an squabbling couple, their only conflicts often being a clash of ideologies of two different worlds but able to work together regardless and are able to forgive each other, even if their disputes sometimes end in violent outbursts.

There is a level of sexual tension between the two, as relationships can be hard to maintain in Negav and since they both work and live together anyway, they have agreed to help each other ease tension, both having open views on sexuality. Viewing it strictly as a work relations thing. Winona sees no problem with this, she feels that no one can replace Shaun, and so doesn't want a romantic relationship, preferring to keep sex casual. Rachael on the other hand isn't so enthusiastic, preferring to find someone she could actually love to do such things with, but often finding herself with Winona out of a mixture of loneliness and pity.

Background:

When the ISD blackmailed Winona Galen into civil service, working as an hunter consultant and intelligence gathering agent, it quickly was decided that Winona should have a supervisor, both to aid her in her work, but also to keep a close watch on her, as they thought it would be unwise to underestimate her manipulative nature. It quickly became apparent that the Supervisor had to be quite balanced person, the first Supervisor didn't last long, he was too strict and so Winona resented him and drove him insane with constant mind screws and tricks. So it was agreed that the supervisor must approach Winona as a friend, but must not be easily lead by Winona's methods.
Winona's relationships with the following supervisors from that point on was much more easy going, over time they went on to other jobs and were replaced with by a new one. So Winona always kept the relationship merely business related.

Rachael is the sixth supervisor. She only had recently joined the ISD after coming over from her home planet. While ignorant to many Negav ways of thinking, she has no problem with dealing with the work at hand, being desperate for a job she could use her skills on and willing to turn an blind eye to some of the more questionable goings on with the organization. She also professionalizes in Psychology which meant she was a good match for Winona, as she isn't likely to be easily tricked by her and might be able to keep her under control. Also the fact that she is also a Neko and has an empathetic personality meant Winona might accept her more as a supervisor....although the higher ups failed to understand that Winona has no racial bias, and wasn't going to be easily taken in.

When Rachael was assigned her job, she had yet to find a permanent place to live, as finding residency in Negav isn't exactly easy (limited space and no aging population and so on) Winona reluctantly allowed Rachael to move in with her, making Rachael the first person to actually live with her since Shaun died. This was quite beneficial for the ISD as this meant they can keep watch on Winona, even outside the workplace.

Winona and Rachael's relationship was quite untrusting at first, Winona saw that they picked a Neko trained in Psychology as a pitiful attempt at trying to control her and barely spoke to Rachael, only doing so when it was work related. In turn Rachael was horrified by Winona's morality, doing things like eating Tomthumbs, even when it had nothing to do with the job. Over time a acceptance of each other grew as they got to know one another. Winona, though she finds Rachael illogical, too empathetic and sometimes a hypocrite, admires Rachael's ability to keep up with her and enjoys trying to screw with her mind as it's more of a challenge. Rachael sometimes reminds Winona of when she was younger and more naive about Felarya, and so Winona feels somewhat protective of her which is why she wants to teach Rachael to think like her so she doesn't suffer the same lost as she did with Shaun.
Rachael became more empathetic to Winona, still seeing her as a fuck up and argues against her actions, but at least realizes that Winona is only a product of Negav, and feels pity for her, especially concerning her grieving of Shaun, and therefore Rachael sees Winona as a victim that didn't get the right psychological help, who got forced into a role by a shadowy organization
