Why?
Home advantage. Felaryan native mercenary groups are going to have an advantage over offworlder mercenaries for the simple reason that they have the experience to survive in Felarya. They know what they're up against. They can prepare and plan for it. They know what works and what doesn't. They aren't going to be shocked stiff when one of the weird and/or wonderful denizens of Felarya make an appearance.
Yeah sure, you can brief offworlders about what it'll be like, but it's not a substitute for real experience.
That said, nothing says they can't fund native merc groups.

Well, technically yes, but that would make them even more ridiculous than they already are.
This is kinda silly really. It's a bit over the top and doesn't quite make sense.
The slavery thing doesn't make sense either. Capturing a giant predator would take massive resources. It would be easier to kill it.

This is also silly. Huge megacorporations don't take over the world by having honour or being strictly reactive. Neither do mercenaries survive by shooting after they've been shot. Why? Well since they would get a reputation for it, enemies would know that all they need to do to defeat Central Corp mercs would be a massive infiltration and alpha strike. Pretend to be non-threatning and then murder them all since they only shoot when shot at, all the resources of an enemy can be put to wiping them out in that first shot.
Mercenaries are professionals.
Professionals have standards. Their profession is killing for money. They're not going to wait for authorisation from the Chairman/
